   Provided you have Google Analytics installed on account you can use Google Tag Manager to track download of almost anything.

   I have GA installed and it's working. I looked at GTM and will give it a try. Not sure if I need to assign each PDF file a tag (there are quite a few) or if I can add a universal tag they will track all PDFs. It's confusing to me right now, but will try to figure it out.

   It's one GTM per tracked item. You can assign TAG to multiple downloads but they will all track the same as far as I can tell. Not an exciting task setting up but it does work well.
