I am trying to decide on my top banner whether the text should be overlayed onto the image or should I embed the text in the image? Does it matter? I want three lines of text on top of the top banner image and need the image and text to be responsive for mobile applications. What is the best and/or correct way to have text and image together and have it responsive? I can get the overly of text to work as long as I only have one line of text. When I add the second and third lines things go haywire. If I embed the text in the image, it works but I wonder if this is a good idea and the good, the bad, and the ugly of this.

Is your top banner a harmony column? You can put it as a background image to that column and then freely add text into the harmony column. See https://divineloveministries.com for an example (text is over a video background but same would work for an image background).
