I am getting different p a link / visited etc colors in Omni Panel instead of site default. I tried editing the core css in Omni using !important but that didn't solve it. I don't recall running into this before. Is there an adjustment I can do in Omni to pick up my site-wide link colors?

Your visited link styles are targeting all <a> tags inside a <p>. The link inside the OPM panel is not inside a <p> tag, it's just plain text inside a <div> so the visited state reverts to browser default.
To fix, wrap the text (which includes the link) with a <p> tag.
Check the actual source code for the rendered page, there is an issue with the <p> tags. In Source Code view I see this:

Note the double opening <p> tags, this is perhaps the source of the problem, because the opening <p> tag for the rest of the text starting at line 249 is missing:
